More than 400 million people have access to the Internet. Despite
the rapid increase in computer use there is still an enormous
gap between those that have access to information and communication
technologies and those that do not. People without access to ICTs
will not have the ability to exercise their right to give and
get information or to get a basic education to the same extent
as those with access. What can be done to correct this imbalance?

Some human rights conventions specifically prohibit expression
that promotes national, racial or religious hatred or calls for
discrimination, hostility or violence. It is abusive, insulting,
and intimidating. Moreover, it may lead to violence, hatred or
discrimination. ICTs have made it easier for racist ideas to be
disseminated around the world.What should be done when ICTs are
used to promote 'hate speech'?
Hate speech is a troubling matter for people who believe in free
speech. Can we protect freedom of speech and limit hate speech
when people use ICTs? If so, how can it be done? Post

Activities 2 and 3 highlight some new human rights issues that
have arisen as a result of information and communication technologies.
Are there others? Do articles 19 and 26 need to rewritten
to address human rights issues raised by new information and
